Procedures For Rain Conditions.            This notice affects WYSL games ONLY.

 

All cancellations and field pulls will be posted on the WSRO website, as soon as we are aware of them.  Individual fields, or entire clubs, may pull their fields due to the weather.  All clubs are supposed to notify the WYSL by 8:00 A.M. Sunday morning.  The WYSL in turn notifies the WSRO and we post it on our website. If the WYSL gets more than 50% of their fields pulled, they will cancel the weekend.  We will post this information as soon as it becomes available to us.

 

Therefore, all referees should start looking to our website (www.wsroref.com) throughout the weekend to see if their games are being played or not.  I would also recommend a last minute check of the website before you walk out the door to your game.

 

IF THE WYSL CANCELS THE WEEKEND, IT DOES NOT AFFECT STATE CUP, ENY AND NER PREMIER GAMES.  Referees who are scheduled to referee these games should keep in contact with the home team coach or Club Coordinators.

 

 

Referee Procedures for Westchester League (WYSL) Games

 

Once you have your assignment…you might be wondering about what to do next and how you get paid!  First, make sure you know where the field is.  You can find directions through the link on the announcements page of this web site.  If you still cannot find it, call the local police (not 911 however!). If you are not sure of the time and field, you can view the schedule on www.manhattansc.org /wysl/ and look under the scheduled date.

 

In order for the WYSL to pay you, you need to send them your pay sheets after completing your weekend assignments.  Send them your sheets by Tuesday of each week.

 

Now you are wondering “what are these pay sheets and where do I get them?”  So let’s review your pre-game responsibilities which includes checking in each team.  You already know you must arrive at the field fully dressed at least 30 minutes before the scheduled start time, making sure you have a whistle, yellow & red cards, watch, pen and pocket scorecard, coin, line flags and an alternative color shirt.  

Check field--goalposts and nets, corner flag and line markings (home coach’s responsibility to remedy any problems such as goal posts that could tip or loose nets).

 

Introduce yourself to coaches.  Get signed line-up sheet (this will be your pay sheet) from each coach and the player and coach passes.  The left side of the line-up sheet contains a list of the players and their uniform numbers, plus the date of the game, location, age group, name of team and most importantly, the coach’s signature.  All U-9 and U-10 teams must have a Sporting Director, who must print and sign his/her name on the sheet.  The Sporting Director may not be an Assistant Coach or the club linesperson.  Their job is to ensure proper behavior by the parents and spectators. 

 

Have the players line up (in a place convenient for you). Inspect the players for proper equipment, no jewelry, casts, sharp objects or anything dangerous, and shirts tucked in.  Check coaches and players passes versus roster.  You can either hold the passes yourself and call out the players by name, or have the coach give out the passes to the players.  Don’t waste any time.  Move swiftly through the procedures.  This process should not take more than 5 minutes.

Store the ID cards and the lineup sheets in your referee bag. 

Remember that the re may be several games scheduled for your field, so it is very important to start on time.

If it is game time and the team has its minimum 7 players (6 for U-9 and 10), start the game; do NOT grant the coach’s request to wait until more players or his best player arrives!

 

Note information on a pocket scorecard (teams, age group, date, etc.)

Determine how long the halves are--if unsure, ask the coach. U-9 and U-10 games are 2 x 25 minute halves.

 

Call captains to center of field.  They are to be accompanied by Sporting Director for U-9 and U-10 games.

Coin toss and selections (coin toss winner selects goal to attack; other team gets ball)

Have captains (or coaches) find linespersons for each side.

Home captain to provide a game ball.  Inspect to see that it is properly inflated. 

 

Address linespersons--tell them just to call out of bounds (entire ball over entire line) and not direction.  Don’t worry, one the game begins, they will indicate direction anyhow.  Use your judgment!

Advise coaches to get your attention on substitutions and to only let sub on field after you beckon him/her.

 

START ON TIME (or even a little early)--

Stand in the center.  Blow your whistle.  Get teams out.

Count (to yourself) the number of players.  U-9 and U-10 is 8 players on the field.

Be sure keepers are wearing distinct color shirts.

Ask keepers if they are ready.

 

Blow whistle hard--kick-off.  Start clock.

For 9 and 10 year old games only, you should briefly and quietly let players know what the call was for.

 

Record goals on your pocket scorecard.  You will need this for your submission.

 

When the game ends, collect your line flags and after the teams have shaken hands, return the passes.  But, you must keep the card of any player who was red-carded!

 

If you have the next game, move quickly to get it started.

Fill out roster sheet/game report by filling out the right side of the form with your name (CLEARLY if want to get paid), phone, address, score, sporting behavior points for coaches, parents and players (be tough but fair). In the event you have issued any yellow or red cards, please make certain you have provided that information back on the left side next to the players’ names, including the appropriate code.

Keep a record of your assignments.  It comes in handy to follow up on your pay and later as a record fro the games you have officiated towards advancement to the next level.
