2006-2007 Indoor Soccer Rules                   1/28/07

 

1. Size 4 balls will be used for U-9 to U-12 play, and size 5 balls for U-13 +;

2. Games of less than full field will play 6v6 (5+GK); full field will play 8v8 (7+GK).

3. Either team may substitute on goal restarts, goal kicks and throw-ins, unless the referee has notified the coaches about a different pattern in order to improve the speed of play.

4. Goalie cannot punt, and cannot drop kick past mid-field.

5. Players must wear sneakers, indoor soccer footwear, or turf shoes, and shin guards are mandatory. NO SOCCER CLEATS WILL BE ALLOWED.

6. Respect all Referee calls as final. Coach sportsmanship is important.

7. Games will be 50 minutes in length, run as 2 25 minute halves, with a 2 minute half time.  A horn will denote the start and end of each half. Please help us remove any injured player as quickly as possible as we are unable to grant extended injury time.

8. Balls on goal kicks or goalkeeper possession cannot cross half field- indirect kick awarded at mid field for the other team.

9. Any ball hitting any light or bubble in the field of play is considered in play unless ruled as out of play by the referee, resulting in an indirect free kick for the other team from the point of the infraction. BALLS HITTING THE BUBBLE BY THE END LINE WILL BE RULED OUT OF PLAY.

10. Players can be in off side position; i.e. there is no off-side rule.

11. All restarts, except penalty kicks, will be indirect. Opposing players must give 5 yards on all restarts.

12. Penalty kicks will be taken at a spot and in a fashion determined by the referee.

13. Touch lines on the inside field markers will be the nets. All sideline restarts (throw-ins) on less than full-field will be indirect kicks.

14. NO SLIDE TACKLES ARE ALLOWED. The Referee may require a player to leave the field, either temporarily or for the remainder of play for multiple infractions.

15. All other FIFA rules apply. NO SPITTING.

16. Players/coaches that receive a Red Card cannot participate for the next 2 sessions.  2 Red Cards will result in permanent dismissal from the program. Referees have discretion to force the substitution of a player in place of issuing a yellow card.

 

 

WESTCHESTER YOUTH SOCCER LEAGUE

RULES AND REGULATIONS                                            

 

 

Condensed version—applicable to referees

 

The home club shall be responsible for the condition of the fields, the proper marking of fields and the installation of corner flags, goals and goal nets as described in F.I.F.A.'s Laws of the Game. It is mandatory that all equipment be installed well before the scheduled start of the game.

A.                 Referees have the authority to declare a field unplayable,

The home team shall provide a properly inflated game ball and must have an extra game ball whenever the referee decides to use another ball.

Both teams, along with their coaches and trainers are to stay on the same side of the field (as indicated by the home team). All spectators (for both teams) must be on the other side of the field and behind the appropriate sideline, and in an area between two points in line with the penalty area lines. No one on the sidelines, other than a club linerunner, may be within 18 yards of the goal line.)  The clubs are responsible for marking a line three (3) yards off the sideline on each side.  All spectators, coaches and players must stay behind this line.

REFEREE'S RESPONSIBILITIES

Each referee has the responsibility:

A.                 To inspect the field on which he/she is to officiate, including the goals to ensure goal safety and size. If there are unsafe conditions, the referee may NOT allow the game to be played. This violation will be reported to the League office on the referee’s report.

B.                 To check and verify the identity and passes of the coaches, assistant coaches and players. If the authorized head coach, assistant coach or League-approved substitute coach is not present, the referee may NOT allow the game to be played. This violation will be reported to the League office on the referee’s report.

C.                 Not to return the pass of any ejected player or coach at the end of the game and to submit the pass of the ejected player or coach, along with a report and the Official Team Lineups/Referee Report, to the League.

D.                 To provide the League with a written report of the game. Failure to file this report by postmarked mail by the Tuesday following the match may result in the referee’s loss of pay for that match.

E.                  Failure to send in passes of players or coaches ejected and the Official Team Lineups/Referee Reports by postmarked mail by the Tuesday following the match (or 48 hours if a weekday match), may result in the referee’s loss of pay for that match.

In accordance with FIFA LAW 6  Assistant Referee (applying to Club Linespersons):  The Club Linespersons shall only be responsible for indicating when the ball goes over the touch line or goal line, by raising the flag; direction shall not be indicated, nor should any other calls be signaled.  Club Linespersons persons have no other function.

The Rules of Play for all contests sanctioned by this League involving games for under 11 or older shall be the Laws of the Game as published by F.I.F.A. with the following modifications:

Substitution Rules

1)                  1)  A team may make an unlimited number of substitutions during a game,  on any stoppage of play with permission of the referee

2)                  The coach must alert the referee and obtain his/her permission before substituting a player.

3)                  The player leaving the game must do so before the substitute may enter the field of play.

4)                  All substitute players must enter the field at the center of the field, after having received permission from the referee to enter.

 

The Rules of Play for all contests sanctioned by this League for under 10 and under 9 shall be the U.S. Soccer 8 v 8 Official Laws

– under  10.      Note that the Penalty Spot for U-11 is 10 yards out.  Field Dimensions: U-9/10: 70x50; U-11: 80x50.  Note to officials: whatever size the designated field is, play the game (report inconsistencies in your game report).

III.          UNIFORMS

A.                 Goalies may wear long pants at any time.  Field players may wear long pants only when the temperature is at or below 40 degrees Fahrenheit.  The referee's decision as to the temperature shall be final.  Field players must wear regular gym shorts, without long pants, at all other times.  (A player who is switched from goal to the field may continue to play with long pants.)

B.                 T-shirts or pinnies, with or without numerals, will be permitted as an alternative uniform.

IV.           RAIN CONDITIONS AND CANCELLATIONS

At the field of play, it is solely the referee's determination whether or not a game is to be played; only the referee can call a game, except that the Town (or other field owner) may pull a field at any time. 

Sometimes fields are pulled by the Town (or other field owner) after the 8 a.m. cutoff or a field is changed on the day of or the day preceding the play date.  The home team has the responsibility to notify (a) the visiting teams who are scheduled for games either by telephone or by having a club member remain at the field from 30 minutes prior to game time until 15 minutes after game time to notify the referee and visiting players of the field pull or change, (b) the League scheduler’s representative and (c) the Referee Assignor.

Sporting Behavior Programs

 

Pre-Game Coin Toss Ceremony       9-10 yr. old AGE GROUPS

            In addition to the referee calling for team captains for the coin toss, the referee will call for the assigned parent volunteer "Sportsmanship Director".  This parent should be assigned by each coach before the game.  The coach may want to consider choosing a parent who is in need of sportsmanship direction.

 

            Sportsmanship Director's name should be filled in on the Referee Game Evaluation report.  The Referee will point out and enlist the Director to encourage his side of the field to exhibit the sportsmanship behavior just gone over by the referee.

 

Adoption of League Sportsmanship Program           ALL AGE GROUPS

Referee Game Evaluation Report:          The game evaluation report shall include a section to specifically identify and grade sportsmanship behavior exhibited during the game.  An example question and format to be used is as follows:

 

Were parents/spectators for home/visiting team acting responsible and exhibiting sportsmanship behavior by encouraging and supporting positive behavior on the field?

            Number and specific questions to be listed will be researched from similar programs initiated by other youth soccer leagues.

 

SILENT SUNDAY

The WYSL designates some play dates to be Silent Sundays.  Parents are to be silent and the Head Coach is limited to tactical directions.

The referee is expected to remind the coaches that the day has been designated as

such. The ref is not expected to enforce silence. If the ref believes there has been

non-compliance, it should be indicated in the game report and

sportsmanship points should be deducted accordingly.

 

The head coaches may give some verbal directions as long as they are not

excessive, but should abstain from yelling of any kind. Assistant coaches,

trainers, spectators, and substitutes should act in a reserved manner.

 

 

Super Y League

Players substituted for within each half may not re-enter until the next period.

Each half of the game is treated as separate periods.  Each half may have its own starting lineup and appropriate number of substitutes.  It does not matter who ends the first half or second half on the field. 

 

The referee or official scorer should take the cards for the starting 11 players only before the game.  When a substitute comes on, then that player will bring his/her card to the Assistant referee or official scorer.  At the end of the half, all cards will be given back to the team so that they may pick the starting lineup for the second half.  The team will then turn in the starting 11 for the second half.

Sports UnderDome

The Rules are posted at the entrance.  As there are three concurrent games, the time and horn are kept by the facility attendant for all the games.  Any questions should be posed to the attendant.  For a copy of the rules, contact esoccer@verizon.net.

 

 

Scarsdale Recreation League

The Scarsdale Rec League guidelines will be contained in the sheet that each ref picks up from the Scarsdale Recreation office (White Plains Post Road—Route 22 between Popham and Crane Roads---enter on the parking lot side of the building; entrance is to the far left) before his/her game and needs to return along with equipment after the last game.  Scarsdale rules are practically identical to those of the WYSL and otherwise follow FIFA; there is no player check in for the Scarsdale League and there is less rigor with uniforms, e.g., shorts may not match, numbers may be absent. Equipment guidelines (including no jewelry) must be adhered to. Scarsdale Rec office: 914 722-1160.
